    It’s not necessary to do implement improved search in a single step. It
    would already be a great improvement if the search was enhanced to index
    and search across the *contents* of common file formats (even just
    Microsoft Office and PDF). This could be done as a quick win, and the more
    sophisticated options you mention could then be done later.
    I strongly encourage your team to consider whether such a two phase
    approach would be possible.

    data custodians) or providing information to help with assessment of the
    fitness (done, variously, by data users).

    Thanks for doing this – who makes the decision to move it on to the next
    step and when is this likely to occur? I’d like Council to get it (if this
    is the decision) in time for its meeting before P10.
