    Hi Jane!
    We are using SKOS/RDF vocabularies.
The vocabulary as a whole and every concept have URIs and are citeable. Every software that can process hyperlinks (e.g. Browsers, MS-word, MS-EXCEL, Adobe Acrobat, ….) can help to resolve those URIs (mostly URLs).
We have used poolParty (https://www.poolparty.biz/news-events/poolparty-thesaurus-manager-3-0-re… ) as a server so far, but CEH, the company who is running the server has switched to TopBraid (http://www.topquadrant.com/products/topbraid-live/ ) server. But, so far, nothing has changed.
Our current development version on the poolParty server: http://vocabs.lter-europe.net/EnvThesDev.html
A concept within the development version: http://vocabs.lter-europe.net/EnvThesDev/USLterCV_612
If your mailing tool does not support hyperlinks, take the URL to your browser by copy / paste
For another project we took iQvoc (https://github.com/innoq/iqvoc): https://secure.umweltbundesamt.at/soil
All are SKOS/RDF based. poolParty and Topbraid server have a SPARQL endpoint, which makes them query-able:
e.g. show me all narrower terms of “Carbon”, or show me the german expression for “respiration per biomass”, if available. This is very close to citation, as storing the identifier of the source (the whole thesaurus in this case), the date and the query is a method for dynamic data citation within the RDA ddc group.
If you want to know more, please just ask.

    [obligatory apology for cross-posting]
    Hello all,
I’m interested in learning about standards or other developments that have been made in the area of controlled vocabulary citation (citation of a vocabulary as a whole, including citation of various versions of vocabularies). This might include information about preferred formats, identifiers, etc.
    All the best,
    Jane

    Jane:
If you’re interested in an open source non-proprietary option, you might
take a look at the Open Metadata Registry (http://metadataregistry.org) and
the special git/github solution we built for the Resource Description and
Access (RDA) standard for libraries (http://rdaregistry.info). We also rely
on the RDFS and SKOS standards.
We have in press a paper describing what we did for RDA and why, available
here: http://hdl.handle.net/1813/41192 (“Building a Platform to Manage RDA
Vocabularies and Data for an International Linked Data World”)
