RDA DFIG: Revised Charter and Name Change

    Dear RDA Secretariat,
    dear DFIG members,
    We would like to change the name of our RDA IG Data Fabric to RDA IG FAIR Digital Object Fabric.
    For that we have drafted a new charter, see attachment, that has been under internal DFIG review
    for two weeks. Thanks a lot for your support and contributions.
    The attached version incorporates many of the suggestions.
