RDA-US 2017 Call for Adoption Projects
Overview
RDA-US is pleased to announce the availability of support to assist U.S. projects, groups and organizations in adopting RDA Recommendations. From what we hope are many strong proposals, at most three proposals will be selected for up to $35,000 of support over 9 months. Awards will be announced by December 15, 2017.
RDA Recommendations are specific, technical approaches and high level policy guidelines developed by RDA Working Groups to assist data users in overcoming common data sharing roadblocks and ultimately, accelerate data sharing, data-driven innovation, and data-focused collaboration. RDA Recommendations are detailed in the recently published report: Research Data Alliance Outputs.
To request financial support from RDA-US for RDA Recommendation adoption, a U.S. project, group and/or organization must submit an application to adoption@us.rd-alliance.org by Friday, November 30, 2017.
Applications will be expected to provide an explicit description of the:

Incorporation/enhancement of one or more of RDA Recommendations into a specific data infrastructure environment to solve a given data sharing challenge AND
-
Impact that the enhanced environment will have on specific data sharing infrastructure functionality or community activities.
Context: RDA-US Adoption Seed Pilots
Previously, RDA-US Adoption Seed Pilots resulted in the successful adoption of several RDA Recommendations. Final reports detailing two worked examples of adoption are provided below while a full listing can be found here.

Eligibility

Organizations, groups, and projects are eligible as adopters; RDA-US strongly encourages applications from projects or organizations with established user communities.

Applicants must be a US citizen, or member of RDA working at a US institution (at the time of the proposal and throughout the proposal work).

Applicants not currently RDA members are encouraged to join RDA, however, membership in RDA is not a requirement or evaluation factor in the application process. (Applicants are expected to join RDA if funding is received).

Applicants cannot be from a government agency or organization.
Applying
Applications are due Friday, November 30, 2017, should be e-mailed to adoption@us.rd-alliance.org, with the proposed work accomplished between February 1, 2018 and November 1, 2018. Staffing must be immediately allocable on the project start date to ensure substantial progress is made before RDA Plenary 12. A project representative is expected to report-out on the project during the adoption session at RDA Plenary 12 in Botswana on October 22-26, 2018.
Applications should include (in >11pt font):

Proposer's name, organizational affiliation, and contact information; email and phone for business contact of Proposer’s organization. (1 page)

Plan of work (5 pages)
- Problem being addressed (including justification for use of Working Group Recommendation to improve data sharing or a data infrastructure environment)
- Nature of adoption effort to be carried out (which Recommendations will be used in which parts of the infrastructure for what purpose?)
- Anticipated impact and metric of success. How will we know if the adopted infrastructure is successful in enhancing the data environment? What additional functionality or community efforts will be enabled? How does this effort add real, demonstrated value to the user community for the system into which it is integrated.
- Milestones describing what is to be accomplished during the adoption period
- Description of adopting organization(s) or project as well as the user community served. Who will benefit in the near term?

Proposer CVs (2 page max per person) and personnel supported by the proposal (not included in application page count)

Budget description and justification (2 pages). The budget is intended to support embedded project personnel to integrate RDA Recommendations into existing infrastructure environments. Budgets of at most $35,000 for the period of February 1, 2018 to November 1, 2018 are invited. Note that travel to RDA Plenary 12 in Gaborone, Botswana will be provided for a representative of the selected adopter's team and should not be included in the budget.
Terms of Acceptance

Accepted applications will receive funding for February 1 - November 1, 2018.

Accepted applicants/adopters will be expected to work with representatives of the respective RDA Working Group to ensure there is a complete understanding of the Recommendation.

Adopters must attend RDA Plenary 12 in October 2018 to present a summary of their adoption results and activities. Reasonable travel funding will be provided (in addition to the adoption support provided through this program).

A Final Report will on the project will be due November 1, 2018.
Submissions will be evaluated by a committee of RDA/US leadership based on the criteria of: potential for increased and specific impact to the project/group/ organization; strategic relevance to RDA and RDA/US; potential for engagement for RDA in a currently underserved community. Awards will be announced by December 15, 2017.
