First draft of international commons attribute & KPI model

For Action: Opportunity to comment on definitions of Typology elements
Dear members of the GORC IG and the GORC International Model WG, I am writing on behalf of my co-chairs to ask for your input. The GORC IG has developed a typology of necessary Commons elements which we presented at the last two Plenary meetings. As a result we were asked how we defined the terms we used in the Typology.
