RDA and EOSC SRIA Implementation Challenges
This section of the analysis focuses on the impact of the outputs and activities of RDA Working Groups on the EOSC Strategic Research and Innovation Agenda (SRIA) Implementation Challenges.
As part of its mission to align the work of its supported Working Groups and the outputs of the wider RDA community with the mission of the European Open Science Cloud (EOSC), the RDA TIGER project undertook a large-scale analysis and mapping of RDA Group activities and outputs to the EOSC and wider European research data landscape. This work, presented in the project deliverable ‘RDA TIGER D3.6: Landscape analysis on the value of RDA Outputs to EOSC‘, demonstrates the alignment of RDA outputs with key strategic priorities in Europe and the significant potential for leveraging the RDA platform and community efforts towards harmonising efforts across the region.

A key aim of the RDA TIGER project is to maximise the impact that RDA WG results have on the EOSC, global OS, and society. This report articulates the value and impact of the work done by the RDA TIGER consortium throughout the project lifetime, building on the efforts of the wider RDA community since the organisation’s inception in 2013, on the overall European landscape and EOSC.

As part of the extensive analysis conducted for the report, RDA TIGER produced four key recommendations for each of the main areas of focus.
Based on RDA TIGER’s effort to socialise the impact of RDA WGs in EOSC and Europe in general, there is a clear need for closer collaboration between RDA, EOSC and other major actors in Europe, working towards a less fragmented environment and removing duplication of effort. The reuse and sharing of data according to the FAIR principles which underpins EOSC needs to be supported by community-developed and endorsed solutions that are adaptable across boundaries.
Many of the RDA outputs highlighted as potential solutions for EOSC and European-related challenges have been adopted and operationalised by initiatives outside Europe. RDA is not only the venue where these solutions are developed, but can also be the platform where knowledge exchange between EOSC and global counterparts should take place. The relationship should be fostered to allow EOSC to realise its ambition to continue to be competitive in the global data economy, while also cooperating with other international counterparts in a global setting.
The purview of EOSC Association Opportunity Area Expert Groups and Task Forces is closely linked to the key action areas, priorities, gaps and challenges described throughout the SRIA. As these groups and future iterations continue in their work, newly formed OAEGs and TFs should engage with RDA and use this report and the extensive mapping of RDA Working Groups to SRIA Implementation Challenges and MAR General Objectives as an example for the potential available solutions within the RDA community, especially those that have been widely implemented and adopted.
The analysis highlighted cross-cutting concerns of the funding streams (i.e., Scalability, Federation, Policy evolution, FAIR compliance, and Wider user base); it is clear from this that the RDA WGs activities map more strongly onto ‘Policy evolution’ and ‘FAIR compliance’. For future funding calls that address these concerns, a directive can be included by the funder for consortia to engage with suitable RDA WGs and report this dialogue in periodic reports; This alignment will enable projects to identify existing solutions and where possible make connections with those who have adopted or implemented these solutions for insights on how these concerns are being practically addressed.
The RDA TIGER consortium has carried out some outreach to promote the landscape analysis. Below are recordings from the project’s ‘Guide to key community resources and results’ webinar in February 2026 and the presentation of the preliminary findings of the landscape analysis at RDA in Europe Annual Summit in November 2025.
The RDA TIGER project (2022–2025) has been a roaring success in strengthening the global Research Data Alliance community. Through the supported WGs and their careful selection based on specific criteria that consider their demonstrable alignment with the ESOC Strategic Research and Innovation Agenda, the project made direct contributions to the European Open Science Cloud Partnership, while also supporting the international engagement and alignment of policies, technologies, methodologies, practices and other outputs relating to EOSC and European Open Science developments.
