Target audience

This session is intended for data scientists, researchers, policymakers, crisis management professionals, and representatives from international organizations involved in crisis response and data governance. Participants interested in the development and implementation of ethical, interoperable data infrastructures for crisis situations will find this session particularly relevant.

Group Activities and Scope

The vision of the DSTS_CS-WG is to contribute to a mapping and understanding of the scientific and (Ethical, Legal and Social Implications (ELSI) characteristics of data systems, innovative tools, and comprehensive services that contribute to reliable and resilient preparation, response, and recovery to crisis situations.

The principal objective of DSTS_CS-WG is to create a final Recommendation specifying the characteristics of DSTSs in relation to the data research lifecycle and the data value chain required to meet the needs and address the challenges of stakeholders in crisis situations based on the survey we conducted in 2025.

Short Group Status

The DSTS_CS WG is wrapping up and plans to hold its final session at VP26.

The DSTS_CS WG was established and endorsed by the RDA in 2023 to address the critical need for robust, ethical, and interoperable data systems in managing crises. The WG  gained support from RDA TIGER, just prior to its first session at RDA Plenary 21, and has been holding sessions at every Plenary since.

The DSTS_CS WG is currently finalizing its deliverables, i.e. Final Recommendation informed by our recently conducted stakeholder survey analysis, and a sustainability plan for the adoption of recommended practices. These outputs are designed to assist data professionals, crisis responders, and policymakers in implementing effective data systems, tools, and services. By fostering collaboration and building capacity across sectors, the group aims to create a lasting impact on global crisis management practices by describing what is needed in the digital space.
