Activities: The RDA/CODATA Data Systems, Tools, and Services for Crisis Situations Working Group (DSTS-WG) operates as a collaborative initiative within the frameworks of both RDA and CODATA. Its activities address critical global challenges, particularly disaster risk reduction, within the broader context of sustainable development and climate change. The DSTS-WG focuses on examining and enhancing the characteristics, interoperability, and application of data systems, tools, and services (DSTSs) to meet the unique needs of crisis preparedness, response, and recovery. By engaging with stakeholders across scientific, policy, and operational domains, the working group identifies and addresses challenges in data governance, interoperability, and accessibility, emphasizing the importance of FAIR, CARE, and TRUST principles in the development of resilient and scalable data infrastructures. It collaborates with the UNESCO-CODATA Data Policies in Times of Crisis Facilitated by Open Science (DPTC) Project.
Scope: The scope of the DSTS-WG includes mapping the specific requirements of DSTSs for crises, including real-time data collection, geospatial capabilities, user-friendly design, and robust security and privacy measures. The group investigates how DSTSs can integrate across various infrastructures to facilitate risk assessments, early warning systems, and effective situational awareness. Through case studies on disasters such as earthquakes, typhoons, and Covid, the DSTS-WG explores the practical applications of these systems while addressing their ethical, legal, and social implications (ELSI). A significant aspect of its work is producing actionable recommendations and a comprehensive framework that aligns with global standards, such as the United Nations Sendai Framework and Sustainable Development Goals (SDGs).
The DSTS-WG delivers outputs such as stakeholder needs assessments, case studies, and final Recommendation to advance the design and implementation of interoperable DSTSs for crisis situations. Its activities contribute to building capacity in data governance and management, enhancing data skills, and fostering global collaboration through the integration of open science principles.
