GitHub issues for changes in priorities proposed by testers

Dear Members of the RDA FAIR Data Maturity Model WG,
As announced in the virtual workshop #8 earlier this week, we have created a
set of GitHub issues for proposed changes to the priorities of some
indicators. See:

Some of the proposed changes were supported by 50% or more of testers, while
others only had minority support.
For the ones for which 50% or more of the testers agreed, we created
individual issues:
* Downgrade priority of

persistent identifier from Essential to Important. Issue #53

* Upgrade priority of

Wmeg/edit#bookmark=id.q5smlxhg0gqv> F3-01M Metadata includes the identifier
for the data from Important to Essential. Issue #54
* Upgrade priority of

Wmeg/edit#bookmark=id.gzx5w0ywttxs> A1-03M Metadata is accessed through
standardised protocol from Important to Essential. Issue #55

* Downgrade priority of

Wmeg/edit#bookmark=id.wt6btndfxohs> I3-01D Data includes references to other
data from Important to Useful. Issue #56

Please comment on those in the individual issues. We propose to implement
them if there are no objections expressed in the GitHub issues.
The following ones got less than 50% support. We did not create separate
issues for them.

For the proposals that did not get majority support, we propose not to
implement the changes unless there is strong support.
