Progressing the proposed Array Database Assessment WG Output

Dear Peter, Kuo, and Array Database Assessment WG members,
Please find below an outline from the Secretariat of how the group can
progress with the proposed Array Database Assessment WG Output.
As you will have seen, the proposed Recommendation received several
substantive comments - which is great, as this shows that the community
cares. The comments centred around three areas:
- Comments about the content of the report, including questions of
clarification, and additions to the report, mostly by members of the group;
- Concerns about the amount of involvement and endorsement from
the Array Database Assessment WG, and the authorship of the report, given
that several of the authors come from the same research institute and are
not members of the group (nor, in some cases, of RDA), and that no group
members other than the co-chairs are listed as authors;
- Comments that this is a very useful and comprehensive study, but does
not look like an RDA Recommendation. Instead, it could be published as a
Supporting Output.
In addition, it is important to include a direct link to the benchmarking
code in a prominent place in the report.
From here, the next steps would depend on what kind of Output
(Recommendation or Supporting Output) the group would like this to be.
However, in both cases, given the substantive comments received, the group
would first need to revise the document based on those comments. The
revised document would then need to undergo a second community review
period.
For a Supporting Output, if there are no further substantial comments
during community review, i.e., there is community consensus, the document
would be published as an RDA Supporting Output after the community review
phase ends.
For a Recommendation, Council would need to assess both community consensus
(as defined above) and the adoptability of the Recommendation. For the
latter, we would collect comments from the OAB, or, if no such comments are
forthcoming, the Secretariat would write an adoption report based on
conversations with at least 2 adopters of the Recommendation. Council would
then make a decision on the endorsement of the Recommendation.
