Updated Implementation Guidelines for discussion tomorrow

Dear colleagues,
Attached are the completed redlined Guidelines. They include some small
edits (thanks Herbert!), completion of the definitions, and a scrubbing of
the use of the terms data, research data, collections of data, and dataset
throughout the text. We decided on the last call to use the term "research
data" as much as possible, but substitute "collections of data" for
"dataset", also as much as possible where they make sense. However, the
terms "collections of data" and "dataset" are interchangeable (and so
defined), so the term "dataset" does appear in some places, especially for
quoted text. Please check the use of those terms and their definitions
carefully.
Tomorrow is our last call before the Denver International Data Week next
month. We should therefore take additional time over the hour allotted for
the call, if necessary. I will make the changes from the call and then
submit it to RDA and CODATA for endorsement. I also will send them to you
and to the reviewers, and ask for any final comments and their permission
to list their names as reviewers. We are likely to get some comments by the
Denver meeting that we can integrate and discuss at the meeting and
immediately after. Presumably, we will begin a dissemination phase in
October.

    Researchers in the United States also may be able to rely on the fair use provision contained in the
    Copyright Act, noting in particular the Codes of Best Practice in Fair Use established for various
    scholarly communities (Association of Research Libraries, Code of Best Practices in Fair Use,
    http://www.arl.org/focus-areas/copyright-ip/fair-use/code-of-best-practices), which also promotes harmonization of practice withon the communities adhered to de Code (see Principle 5). In the United Kingdom and other Commonwealth countries, researchers may be able to use the fair dealing defense.
