Re: Session Issues in the Legal Interoperability of Research Data Decision

Dear all,
Although I understand and accept Paul’s position from the perspective of his commitments, I do think it would be a shame not to have a session on this work. Although there will be lots of sessions at SciDataCon, we will have every reason to think we will have high numbers so it will not be a case of speakers speaking to speakers. Furthermore, there is no other comparable session - this is an issue of importance.
Above all, I think we have an opportunity to present the work in a more rigorous (academic) way than at the RDA Plenary Session and thereby to take a step towards preparing a small special issue for the Data Science Journal. Above all, I think we forget - inside the bubble / echo chamber of the IG - how important is the work and how eagerly awaited are the clarifications of a lot of these issues...
We have proposed a panel so the abstracts need only be short (1 or 2 pages).
How about the following? These can be brief interventions, provocations or laying out key concepts.
Why legal interoperability? Purpose, definitions, key concepts. (Paul)
Case studies, examples from international research activities (Enrique or Willi or Donat).
Why does this matter to / help researchers? (Bernard)
Why does this matter to / help institutions? (Gail)
Waivers vs Licences / CC0 vs CC-BY (Puneet, Baden)
For reference the session description is at http://www.scidatacon.org/2016/sessions/ number 84. I think what is suggested here is enough to make the session viable. In preparation for it we should identify from the guidelines a list of key issues to be discussed, clarified.
What do you think? I will be happy to help out with drafting / coordinating. I have put Sun / Mon aside to troubleshoot submission issues and I am happy to help with this as I think it’s important.

    I would like to add to my message below: the list of interventions is just a suggestion of the top of my head and by no means rigid.
    For example, I omitted to suggest something for Bob who ought to have something to say on these matters ;-)
    Please could anyone involved in the IG and our regular discussions feel free to suggest a panel style intervention like those suggested below, perhaps linked to the sections of the document on which we each worked.
    Please get in touch. I’m happy to coordinate. We need to submit 4-6 short proposals.

    Thanks for letting us know, Puneet. That’s a shame, but I understand the situation. Look fwd to catching up when you're in Paris later this year.
    I felt that the discussions around CC0 vs CC-BY were an area worthy of presentation and one where we can really help clarify matters for people at the sharp end.
    Baden: are you likely to be able to attend International Data Week? If not, perhaps we could work something up on that issue for presentation by A.N.Other?
