All,
I would not read too much into this. This was the first meeting of the SubCommittee and it was largely brainstorming. There were no decisions by any means. Indeed, these notes were never intended for public consumption. This was just initial explorations of the group. Conversations will continue.
I would ask that you not distribute these minutes further, lest they cause further undue concern and confusion. For the record, I’m sure Jean-Claude did not mean a tax on all grants and he probably just pulled the 10% as a simple round number out of the air.

I copy the main points summary:
i. Need of reframing the RDA budget towards the future
ii. Need of coordination discussions across regions and get input on financial details.
iii. Invite the financial committee and get their views.
iv. Need to come up with guidelines for program funding and agree on some directions to pursue. Appropriate arrangements/agreements in a form to execute the programs effectively.

    Barand’s figure was total cost of Data Management is 5% of total cost of research, on average, if I recall correctly.
    So if RDA does a fantastic job and saves, say, 10% on that, then it saves 0.5% of the research budget which is pretty significant.
    Plus the value added from new opportunities!
