Hi all:
I believe we will have the last telcon tomorrow, prior to the second round
of reviews. Attached are the Implementation Guidelines (the Principles are
unchanged), a draft memo to the reviewers, and a preliminary list of
specific reviewers.
The Implementation Guidelines have just a few substantive changes, mostly
in 1A, some changes in response to comments made in the call last week as
well as in the email from our Finnish colleague, and some changes in the
Definitions section. We can return to the substantive issues (e.g., the
ownership question) after the second review is completed, so that we can
complete this phase. The discussion in the telcon tomorrow therefore should
focus mostly on the review process and the reviewer list.
Simon will send the telcon instructions, as always.

Hi All,
I attended the telecon last Friday, and raised some questions regarding
Guideline 1C. The hour was late in Australia, and I am not sure I was
terribly articulate in what I was trying to say. Nevetheless, I was kindly
offered to put my views forward in draft for consideration of the group.
My apologies for this arriving late. While I had good intentions on Friday
night, by Monday I was already out of capacity with additional work.
In any event, please find enclosed my amendments to 1C for consideration.
Changes have been tracked. Due to time constraints I have not considered
whether my remarks under 1C have an impact on other areas of the document,
but I am happy to be instructed. I appreciate that my suggestions may
depart somewhat from current views. They are based upon my years of work
predominately with Australian government agencies and the Australian
research sector (ANDS has been a strategic partner for AusGOAL). AusGOAL
is also the Creative Commons Australia affiliate for publicly funded
information and data. I will endeavour to be on the telcon tonight, but
either way I am happy to respond to any questions or concerns you might
have.
