Revised draft of the Implementation Guidelines

Hi all:
Attached is a redlined version of the completed Implementation Guidelines
for the Legal Interoperability of Research Data. I have incorporated edits
from Enrique and Willi, completed revising (and shortening) the Definitions
in response to external reviewer comments, added a substantial amount of
text from the definitions and the Harmonization appendix to the
Harmonization Guidelines, and did some other restructuring and editing.
Please also note a suggested change in wording to Principle 6. I won't go
into the details of all the changes in this message.
Simon will send instructions by tomorrow for the call this Friday. I look
forward to our discussion.
