Agenda:
1. Update from Council on our draft policy. They would like to adopt an interim policy that says that everything RDA produces (at least on the web site) is generally available under a CC-BY license. Is that acceptable?
2. Update on involving “legal experts”. Anna Eisenstadt has agreed to join us as recommended by the Legal Interoperability IG. Invitations pending to Prof.s Hilty and Drexl of MPI per Dietmar Harhoff and Raphael Ritz.
* What are our next steps in defining appropriate licenses?
3. Response to review comments. Issues:
* clarify that we favor individual authors in citation.
* clarify that we encourage open implementations but cannot formally ensure them as Walter Stewart suggests.
* clarify criteria to maintain RoD as per Reagan Moore’s comment.
* improve process on how to respond to seriously critical review.

I'm afraid I have to miss our meeting tomorrow; I have another meeting scheduled and it's with my Dean so not one I can easily miss.
I had the opportunity to be at the Council meeting when our draft was discussed. I guess I saw Council response as slightly more nuanced than how Mark casts it. Council very much liked the articulation of 4 types of outputs. Like us, they saw the "RDA Recommendations on Data" as a significant category.
But to rights, Council asked the question: "why not CC-BY for all content?" Because the question has been raised, and rather forcefully by Council, it is incumbent upon this group to argue for any alternate on grounds that the alternate is better than CC-BY.
It was also questioned whether a document which articulates outputs and rights should include RDA process and timelines, the latter subject to frequent change. Council strongly advocated for simplicity in the document.
