Sorry for the delay (travel). Nice collection of water-related ontologies. Additional relevant vocabularies/ontologies would be CSDMS names, CF, Hy-Features. You may be also interested in the Cinergi ontology (see http://hydro10.sdsc.edu/cinergi_ontology/): it combines several ontologies, and tries to reconcile them for automatic metadata enhancement using a few special annotation properties (cinergiParent, cinergiFacet, cinergiPreferredLabel).
How would you want to develop it further? Perhaps we shall set up a telecon for people interested in exploring the vocabularies topic. It may include, at least: a) use cases and audiences for dataset annotation and discovery; varying "annotation depth" required for different use cases; b) a list of available vocabularies and ontologies, and their metadata model; c) looking at overlaps, complementarity of available vocabularies and ontologies, and gaps; d) what belongs and what doesn't belong in a water ontology; e) standards-compliance, f) tools for efficient semantic annotation; g) reasoning use cases and tools. I'd be interested in the semantic annotation and discovery use cases. I believe Tony was also interested in this topic.

I would be interested to contribute to a "vocabularies for water data"
sub-group. I have just started to work on an ontology that should support annotating datasets produced by Eawag ("aquatic research").
Hoping that this could eventually become a collaborative project I put that on osf.io: https://osf.io/fzm6p (at the moment it is really just a collection of potentially useful ontologies).
